These sites are made and maintained by Robert Sparnaaij, he is Microsoft MVP (Most Valuable Player: independent experts recognized by Microsoft as the technologist of this company) and author of Configuring Microsoft Outlook 2003. Unfortunately for the French hardliners, the sites are in English. Fortunately, Google is our friend, a translation (within the online translation) is available here and here.
